+4 Evil weapons should be average for a level 137's TBS team. At this level you should be able to afford these even without IM. If you don't then it's time to reevaluate how you play this game as you're obviously doing things wrong.
Take either a Hwarang or a healer. I personally prefer Hwarang over healer for the passive-no-need-cast-no-wasted-turns-casting-buff to all ranged which also turns the Cata into a decent damage dealer. This takes some getting used to but once you get the feel of it, you'll enjoy faster TBS runs.
Minimal Tips for Act of War
- Destroy the Summon Gate first.
Mobs spawn every few turns so unless you like mobs, do it.
- Scroll the Traps.
There's a Flame Trap near the area after the stockades. Scroll it to avoid missing turns.
There's also a Net Trap in front of the 1st left building cluster but it expires after a certain number of turns so you don't have to worry about it unless you can 1-hit kill and move forward very fast.
- Debuff, clear, move forward.
Work out this pattern as shown on the video on your way to the Summon Gate. Minimize turns and move forward as much as possible, keep up with the spawns as they won't wait for you.
- Destroy the correct buildings.
After clearing all mobs you can safely free the NPCs by destroying certain buildings, 1 in each cluster (marked red on the map). Destroying the wrong building would only spawn more lovely snake mobs. I'd seriously keep these as pets.
Not a very smooth run since I had to get a gauge on how much DMG the mercs can take or deal with average gears at the start.
